Prof. Abdelhafid Debbarh holds a PhD in Agricultural Sciences (Hassan II Agronomics and Veterinary Institute) as well as a PhD from Minnesota University (USA). He is Professor of Higher Education in sustainable management in water resources, irrigation and agricultural drainage.
Since 1978, Professor Debbarh has held several academic positions at the Hassan II Agronomics and Veterinary Institute, appointed Director of the National Agricultural School in Meknes in 1999, then Director of training at the Higher Education Ministry Department in October 2004.
On November 2007 (till April 2009), Dr. Debbarh was Secretary General at the Ministry of School Education. From 2009 to 2015, Secretary General of Ministry of Higher Education, Scientific Research and Training.
At the international level, Pr. Debbarh was President of the Scientific Council of l’Agence Universitaire de la Francophonie (2001-2007), and has participated in the management of several scientific and academic cooperation programmes between Morocco and its partners, European, American as well as African.
As a result of his professional career, Pr. Debbarh has developed a solid expertise in programme management and evaluation in the field of education, training and Scientific research. Particularly, the evaluation and quality assurance approaches which were implemented during Programme d’Urgence (2009-2012), developing a follow-up mechanism.
As advisor to the President at the International University of Rabat, Pr. Debbarh puts into practice its expertise in evaluation and quality assurance in the different programmes launched by the University.
